These proceedings contain the contributed papers for the Second International Workshop on Narrative Extraction from Texts (Text2Story2019) held in conjunction with the ECIR 2019 conference in Cologne, Germany, on the 14th of April 2019. Ten full papers were selected by the programme committee from a total of 19 submissions. Each submitted paper was reviewed by three members of an international programme committee. In addition to the selected papers, the workshop features two invited speakers. Iryna Gurevych's keynote is \Claim Validation by Humans and Machines: Where We Are and the Road Ahead". Miguel Martinez addresses \Automatic Media analysis: From monitoring to Insights". We would like to thank ECIR for hosting us, our keynote speakers, the programme committee, the paper authors, and the participants, who have made this workshop possible. Editors Al pio Jorge and Ricardo Campos would like to acknowledge the support of National Funds through the Portuguese funding agency, FCT - Fundac~ao para a Ci^encia e a Tecnologia within project: UID/EEA/50014/2019 Proceedings Chair Programme Committee
