      <p>Preface</p>
      <p>Intelligent Transport Systems and Transport Security Workshop held within the
framework of the All-Russian Scientific and Practical Conference with the International
Participation «Technologies for Constructing Cognitive Transport Systems» on May 14,
2021 at Emperor Alexander I Petersburg State Transport University, St. Petersburg,
Russia.</p>
      <p>The objectives of the workshop were to bring together researchers interested in
different aspects of models and methods of intelligent transport systems and transport
security to share their experience in the use of computer-based engineering research and
to strengthen links between universities and research organizations of all levels by
means of combining excellence in teaching, learning and researching.</p>
      <p>Тhе materials of the presentations made within the framework of the All-Russian
Scientific and Practical Conference with International Participation «Technologies for
Constructing Cognitive Transport Systems» at the plenary session and at the section
"Intelligent Transport Systems and Transport Security".</p>
      <p>Article selection rules.</p>
      <p>The main indicators in the selection of articles are:
•compliance with computer science;
•relevance of the topic;</p>
      <p>There were 16 reports at the workshop, 9 of which were selected for publication in this
volume. All the papers reviewed by independent experts and members of the program
committee.</p>
      <p>We would like to express our gratitude to all the authors for their valuable contribution
to ITSTS2021 and to the reviewers for their opinions and very helpful comments.
