      <p>This volume represents the proceedings of the 4th International Workshop
IT Project Management (ITPM 2023), held in Kyiv, Ukraine, in August,
2023. It comprises 19 contributed papers that were carefully peer-reviewed
and selected out of 34 submissions.</p>

      <p>It is our pleasure to present to you the proceedings of the 4th International
Workshop IT Project Management (ITPM 2023). This volume represents
the proceedings of the ITPM 2023 workshop’s tracks, which took place in
Kyiv, Ukraine, on May 19, 2023. The workshop materials present the
results of original research in the field of information technology
development for IT project management, in particular the methodology of
project actions, team management for the creation of a software product,
project analysis from the employer's point of view, important aspects of
training IT specialists, formation of emotional states of project team
members.</p>
      <p>The main purpose of the ITPM-2023 workshop is to discuss the latest
research results in the following areas:
1. Modeling of project management processes in the IT industry.
2. Information technologies for project and program management.
3. Human resource management and leadership in IT project
management.
4. Algorithms and tools for decision making in IT project management.
5. Design and IT technologies.
6. Management of IT projects and programs.
7. Formation of project portfolios of IT companies.
8. Data mining, application in IT project management.
9. Integrated IT project management.
10. Training in project management and models of international
certification.</p>
      <p>The workshop was soliciting only regular papers that had to present original
reports of substantive new research techniques, findings or applications
and clearly indicate innovative aspects. Detailed presented research
procedures or technical solutions should be accompanied by experimental
investigations. The paper's results had to be new, clear, and well-argued.
Submission of papers to the workshop was open to all authors from around
the world within the framework of the domain area concerning information
technologies and IT project management. The ITPM 2023 gathered
scientists from Ukraine, Poland, Kazakstan, Estonia. In general, the
representatives from 2 Universities from around the world, 16 Ukraine
Universities and National Scientific Library of Ukraine in Lviv:</p>

The official language of the ITPM Workshop was English. The workshop
took place in the form of oral presentations by presenters of peer-reviewed
papers. The Organizing Committee has received 34 submissions, and 19
out of them were accepted for presentation as a regular paper. These
papers are published in this volume of ITPM 2023 proceedings. Doubtless,
the workshop wouldn't have taken place without the support of many
people. First of all, we would like to thank our partners from Institute of Civil
Engineering Warsaw University of Life Sciences (Warsaw, Poland),
Ukrainian Association of Project Management (Kyiv, Ukraine), Kyiv
National University of Construction and Architecture (Kyiv, Ukraine),

We sincerely wish that all attendees benefited scientifically from the
workshop and wish them every success in their future research.</p>
