It is our pleasure to present you the proceedings of 11th International Scientific and Practical Conference "Information Control Systems & Technologies" (ICST-2023), held in Odessa (Ukraine) on September 21–23, 2023 (http://icst-conf.com/maineng.html). The conference took the form of oral presentations of peer-reviewed regular papers.
11th International Scientific and Practical Conference "Information Control Systems & Technologies" (ICST-2023) is organized by Information Technology Department Odessa National Polytechnic University with support Kiev National University, T. Shevchenko, Kharkov National University of Radio Electronics, National Aviation University, Odessa National University I.I. Mechnikov, Sumy State University, Admiral Makarov National University of Shipbuilding, Lodz Technical University, Azerbaijan State Oil Industry University.
The ICST-2023 focuses on all technical and practical aspects of the latest research and results of international scientists and practitioners related to information control systems and technologies. This conference provides opportunities to exchange new ideas, to establish business or research relations and to find global partners for future collaboration.
The ICST-2023 continues the theme of the ICST-2020 conference successfully held on September 24–26 2020 (http://ceur-ws.org/Vol-2711/).
International Program Committee of Conference has 26 members. More than 96 % of the ICST-2023 International Program Committee members have more than 10 DBLP papers.
There are the representatives of 47 Ukrainian Universities and of 22 Universities from around the world (Czechia, Viet Nam, Great Britain, Azerbaijan, Germany, Turkey, Slovakia, Algeria, USA, India, Austria, Kyrgyzstan, China, Serbia, Poland).
11th International Scientific and Practical Conference "Information Control Systems & Technologies" received 70 submissions from Ukraine and the world. Scientists from Ukraine, Czechia, Viet Nam, Azerbaijan, Germany, Turkey, Slovakia, Algeria, USA, India, Austria, Great Britain, Kyrgyzstan, China, Serbia, Poland took part in ICST-2023.
The members of the Program Committee and the rules for paper selection were publicly announced http://icst-conf.com/main-eng.html. Work on the conference was carried out on the basis of the easychair system: https://easychair.org/my/conference?conf=icst20230
Due to the fact that the XI International Scientific and Practical Conference "Information Control Systems & Technologies (ICST-Odessa-2023)" 21 of September - 23 of September 2023 (http://icst-conf.com/index.html) takes place in Odessa and in Ukraine as a whole in conditions of constant armed action, accompanied by shelling, destruction, power outages and other negative organizational factors the conference program committee was unable to carry out the conference work in person and even online. In this regard, we ask you to be understanding of our problems and understand why we were forced to use our International Conference Information Control Systems & Technologies (ICST) group on Facebook to organize the conference https://www.facebook.com/groups/1297695647105081/, where video reports of articles selected after multiple reviews and consideration by the program and organizing committees were presented. Video reports were presented on Facebook on September 21 - 23 in all three areas of the conference.

The Conference reflects scientifically practical work containing developments, research and practical application of the results obtained by the authors in the fields: - Information control systems; - Intelligent systems and data analysis; - Modeling and software engineering.
All papers were evaluated by 3 or 5 reviewers. Based on the reviews, a rating of papers was compiled. Papers with a positive average score were accepted for presentation at the Conference.
We received camera-ready papers, which were also evaluated by reviewers (it was checked whether all comments and recommendations were taken into account). As a result, only 38 camera ready papers are accepted for presentation at the Conference. This did not take into account the number of articles whose authors withdrew their work based on the results of the review. So, final acceptance rate is 54%.
We would like to thank the members of International Program Committee and Organizing Committee, and external reviewers for their excellent and tireless work. We sincerely wish all participants fruitful work and further participation in the conference! We hope that the conference results make a significant contribution to the development of information control systems & technologies in Ukraine.
