        <p>This volume of CEUR-WS Proceedings contains eight Baltic DB&amp;IS 2024 Conference Forum and three Doctoral Consortium papers presented at the 16th International Baltic Conference on Digital Business and Intelligent Systems (Baltic DB&amp;IS 2024). The conference was held in Vilnius, Lithuania, 30 June - 3 July 2024.</p>

      <p>The 16th International Baltic Conference on Digital Business and Intelligent Systems (Baltic
DB&amp;IS 2024) was held in Vilnius, Lithuania, from June 30 to July 3, 2024. It was co-organized
by four esteemed Lithuanian academic institutions: Vilnius University, Vilnius Gediminas
Technical University, the Lithuanian Academy of Sciences, and the Lithuanian Computer
Society.</p>
      <p>In addition to the main conference program and invited keynote talks, the conference
featured a Forum and a Doctoral Consortium. These proceedings include the papers
presented at these two events.</p>
      <p>The aim of the conference Forum was to provide a platform for researchers and
practitioners to present new ideas, case studies, and exploratory work, and to receive early
feedback from the audience. Eight papers were selected from the main pool of 36
submissions to be presented at the conference Forum. These papers underwent a rigorous
single-blind peer review process and received at least three reviews from the international
Program Committee. They were distinguished by the originality of their proposals and their
significant potential.</p>
      <p>The Doctoral Consortium, held on the first day of the conference, offered PhD students
an opportunity to present their work to senior researchers (mentors) and peers from
diverse academic and industrial backgrounds. This event provided a relaxed and supportive
environment for young researchers to improve their scientific writing and presentation
skills. The Doctoral Consortium also facilitated constructive feedback from field experts and
supported the building of networks with peers and future colleagues. Each doctoral
consortium submission was reviewed by at least three senior researchers, and three papers
out of the four submissions are included in these proceedings.</p>
      <p>We are grateful to the Program Committee and the mentors of the Doctoral Consortium
for their assistance in evaluating and selecting the papers. We extend our thanks to all
authors for their submissions, to the presenters for their efforts to engage the audience, and
to all participants for their comments and lively discussions. We hope you will enjoy reading
these papers, and find inspiration for further research.</p>
