This volume represents the proceedings of the 12th International Scientific and
Practical Conference "Information Control Systems & Technologies", held in Odessa,
Ukraine, in September, 2024. It comprises 47 contributed papers that were carefully
peer-reviewed and selected out of 93 submissions

Preface
It is our pleasure to present you the proceedings of 12th International Scientific and
Practical Conference "Information Control Systems & Technologies" (ICST-2024),
held in Odessa (Ukraine) on September 23–25, 2024 (http://icst-conf.com/main-
eng.html). The conference took the form of oral presentations of peer-reviewed
regular papers.
12th International Scientific and Practical Conference "Information Control
Systems & Technologies" (ICST-2024) is organized by Information Technology
Department Odessa National Polytechnic University with support Kiev National
University, T. Shevchenko, Kharkov National University of Radio Electronics,
National Aviation University, Odessa National University I.I. Mechnikov, Sumy State
University, Admiral Makarov National University of Shipbuilding, Lodz Technical
University, Azerbaijan State Oil Industry University, Anhalt University of Applied
Sciences.
The ICST-2024 focuses on all technical and practical aspects of the latest research
and results of international scientists and practitioners related to information control
systems and technologies. This conference provides opportunities to exchange new
ideas, to establish business or research relations and to find global partners for future
collaboration.
The ICST-2024 continues the theme of the ICST-2020 conference successfully
held on September 24–26 2020 (http://ceur-ws.org/Vol-2711/) and ICST-2023
conference successfully held on September 21–23 2023 (https://ceur-ws.org/Vol-
3513/).
International Program Committee of Conference has 22 members. 100 % of the
ICST-2024 International Program Committee members have more than 15 DBLP
papers.
There are the representatives of 63 Ukrainian Universities and of 19 Universities
from around the world (Australia, Bulgarian, Czechia, Georgia, India, Indonesia,
Ireland, Slovak Republic, Kazakhstan, Kyrgyzstan, Poland, Philippines, Switzerland,
Turkey, United Kingdom, USA).
12th International Scientific and Practical Conference "Information Control
Systems & Technologies" received 93 submissions from Ukraine and the world.
Scientists from Ukraine, Australia, Bulgarian, Czechia, Georgia, India, Indonesia,
Ireland, Slovak Republic, Kazakhstan, Kyrgyzstan, Poland, Philippines, Switzerland,
Turkey, United Kingdom, USA took part in ICST-2024.
The members of the Program Committee and the rules for paper selection were
publicly announced http://icst-conf.com/main-eng.html. Work on the conference was
carried out on the basis of the easychair system:

Due to the fact that the XII International Scientific and Practical Conference
"Information Control Systems & Technologies (ICST-Odessa-2024)" 23 of
September - 25 of September 2024 (http://icst-conf.com/main-eng.html) takes place in
Odessa and in Ukraine as a whole in conditions of constant armed action,
accompanied by shelling, destruction, power outages and other negative
organizational factors the conference program committee was unable to carry out the
conference work in person and even online. In this regard, we ask you to be
understanding of our problems and understand why we were forced to use our
International Conference Information Control Systems & Technologies (ICST) group
on Facebook to organize the conference -
https://www.facebook.com/groups/1297695647105081/, where video reports of
articles selected after multiple reviews and consideration by the program and
organizing committees were presented. Video reports were presented on Facebook on
September 23 - 25 in all three areas of the conference.

scientifically practical work containing developments, research and practical
application of the results obtained by the authors in the fields:
- Information control systems;
- Intelligent systems and data analysis;
- Modeling and software engineering.
All papers were evaluated by 3 or 5 reviewers. Based on the reviews, a rating of
papers was compiled. Papers with a positive average score were accepted for
presentation at the Conference.
We received camera-ready papers, which were also evaluated by reviewers (it was
checked whether all comments and recommendations were taken into account). As a
result, only 47 camera ready papers are accepted for presentation at the Conference.
This did not take into account the number of articles whose authors withdrew their
work based on the results of the review. So, final acceptance rate is 51%.
We would like to thank the members of International Program Committee and
Organizing Committee, and external reviewers for their excellent and tireless work.
We sincerely wish all participants fruitful work and further participation in the
conference! We hope that the conference results make a significant contribution to the
development of information control systems & technologies in Ukraine.
