        <p>The Fourth International Conference on Cyber Hygiene &amp; Conflict Management in Global Information Networks (CH&amp;CMiGIN'25) took place on June 20-22, 2025, at the State University "Kyiv Aviation Institute" (Kyiv, Ukraine). CH&amp;CMiGIN'25 is intended to attract researchers with a strong background in the field of on security and privacy of critical applications, information and communication technologies infrastructures and systems, management of cyber incidents, warfare and conflicts, and social engineering and identity theft protection techniques. The conference would not have been possible without the support of many people. First of all, we would like to thank the program and organization staf, the members of the Technical Program Committees, and external reviewers for their excellent and tireless work. We sincerely wish that all attendees benefited scientifically from the workshop and wish them every success in their research. It is the humble wish of the workshop organizers that the professional dialogue among the researchers, scientists, engineers, and doctors continues beyond the event and that the friendships and collaborations forged will linger and prosper for many years to come. The CH&amp;CMiGIN'25 conference consisted of three workshops: • Workshop on Cyber Hygiene. • Workshop on Advanced Technologies in Cyber Resilience. • Workshop on Conflict Management in Global Information Networks. • Management of Cyber Incidents, Warfare and Conflicts.</p>

      <title>1. Introduction</title>
      <sec id="sec-1-1">
        <title>The main topics of these Workshops include: • Management of Cyber Incidents, Warfare and Conflicts.</title>
        <p>The CH&amp;CMiGIN’25 was in a hybrid format. Most of papers were presented the State University
"Kyiv Aviation Institute". However, due to the war in Ukraine, participants from places with a high risk
of missile attacks and foreign countries are invited to participate in a virtual format. Participants from
Ukraine, Georgia, Kazakhstan, Jordan, Poland, Lithuania, Germany, France, Greece, Slovak Republic,
and Morocco joined the conference.</p>
        <p>CH&amp;CMiGIN’25 collaborate scientist and industry professionals in the field of cyber security, data
processing, information technology, telecommunications, and others. The workshop took the form of
oral presentations of peer-reviewed regular and short papers.</p>
        <p>CH&amp;CMiGIN’25 received 81 submissions in total. All papers were reviewed by two reviewers. Out of
these, 53 papers were accepted for this volume, 37 as regular papers and 16 as short papers.</p>
        <p>Workshops on Cyber Hygiene contained two sessions:
• Session 1.1: Secure networks and threat intelligence.</p>
        <p>• Session 1.2: Modern information and communication technologies (Figure 1).</p>
        <p>Workshop on Advanced Technologies in Cyber Resilience contained two sessions:
• Session 2.1: Methods and systems of cyber resilience providing.</p>
        <p>• Session 2.2: Advanced technologies of critical infrastructure protection.</p>
        <p>Workshop on Conflict Management in Global Information Networks contained two sessions:
• Session 3.1: Secure digital content processing for modern applications.
• Session 3.2: Economic security management.</p>
        <p>• Session 3.3: Cyber education, diplomacy, and regulation</p>
        <p>As part of the conference, a high-level roundtable discussion titled “Problems of Ensuring and
Enhancing the Cybersecurity of the State in Times of War” was conducted. This discussion was
organized under Erasmus+ project "Security Education Center for Unified Resilience and Efective
Communications" (SECURE). The moderator of this session was Roman Odarchenko, who is national
coordinator in Ukraine of SECURE project (Figure 2). The session gathered government oficials,
cybersecurity experts, and representatives from academia and international organizations to address
critical challenges facing national cyber defense during ongoing military conflict. The SECURE Erasmus+
project was prominently represented during the conference, continuing its mission of advancing cyber
hygiene education, international cooperation, and capacity-building across Europe and beyond.</p>
