It is our pleasure to present you the proceedings of 13th International Scientific and Practical Conference "Information Control Systems & Technologies" (ICST-2025), held in Odessa (Ukraine) on September 24–26, 2025 (http://icst-conf.com/). The conference took the form of oral presentations of peer-reviewed regular papers.
13th International Scientific and Practical Conference "Information Control Systems & Technologies" (ICST-2025) is organized by Information Technology Department Odessa National Polytechnic University with support Kiev National University, T. Shevchenko, Kharkov National University of Radio Electronics, National Aviation University, Odessa National University I.I. Mechnikov, Sumy State University, Admiral Makarov National University of Shipbuilding, Lodz Technical University, Azerbaijan State Oil Industry University, Anhalt University of Applied Sciences.
The ICST-2025 focuses on all technical and practical aspects of the latest research and results of international scientists and practitioners related to information control systems and technologies. This conference provides opportunities to exchange new ideas, to establish business or research relations and to find global partners for future collaboration.
The ICST-2025 continues the theme of the ICST-2020 conference successfully held on September 24–26 2020 (http://ceur-ws.org/Vol-2711/), ICST-2023 conference successfully held on September 21–23 2023 (https://ceur-ws.org/Vol-3513/) and ICST-2024 conference successfully held on September 23–25 2024 (https://ceurws.org/Vol-3790/).
International Program Committee of Conference has 20 members. 100 % of the ICST-2025 International Program Committee members have more than 15 DBLP papers.
There are the representatives of 50 Ukrainian Universities and of 15 Universities from around the world (India, Indonesia, Georgia, Kyrgyzstan, Latvia, Philippines, Poland, Turkey, Vietnam, Uzbekistan).
13th International Scientific and Practical Conference "Information Control Systems & Technologies" received 86 submissions from Ukraine and the world. Scientists from Ukraine, India, Indonesia, Georgia, Kyrgyzstan, Latvia, Philippines, Poland, Turkey, Vietnam, Uzbekistan took part in ICST-2025.

Due to the fact that the XIII International Scientific and Practical Conference "Information Control Systems & Technologies (ICST-Odessa-2025)" 24 of September - 26 of September 2025 (http://icst-conf.com/) takes place in Odessa and in Ukraine as a whole in conditions of constant armed action, accompanied by shelling, destruction, power outages and other negative organizational factors the conference program committee was unable to carry out the conference work in person and even online. In this regard, we ask you to be understanding of our problems and understand why we were forced to use our International Conference Information Control Systems & Technologies (ICST) group on Facebook to organize the conference https://www.facebook.com/groups/1297695647105081/, where video reports of articles selected after multiple reviews and consideration by the program and organizing committees were presented. Video reports were presented on Facebook on September 24 - 26 in all three areas of the conference.

The Conference reflects scientifically practical work containing developments, research and practical application of the results obtained by the authors in the fields: - Information control systems; - Intelligent systems and data analysis; - Modeling and software engineering.
All papers were evaluated by 3 or 5 reviewers. Based on the reviews, a rating of papers was compiled. Papers with a positive average score were accepted for presentation at the Conference.
We received camera-ready papers, which were also evaluated by reviewers (it was checked whether all comments and recommendations were taken into account). As a result, only 40 camera ready papers are accepted for presentation at the Conference. This did not take into account the number of articles whose authors withdrew their work based on the results of the review. So, final acceptance rate is about 46,5%.
We would like to thank the members of International Program Committee and Organizing Committee, and external reviewers for their excellent and tireless work. We sincerely wish all participants fruitful work and further participation in the conference! We hope that the conference results make a significant contribution to the development of information control systems & technologies in Ukraine.
