OPEN DATA, CITIZENS DATA AND COMMUNICATIONS:
A GREEK MUNICIPALITY CASE STUDY
The case study of the Municipality of Iraklion Attica - Greece will present the open data, citizen’s data and communications. The passage of the law 3882/2010 through the Greek Parliament was accomplishments for the Greek public sector (GPS) were it seeks the creation of the National Geospatial Information Infrastructure in which the directive 2007/2EK (Inspire) and its requirements are a subset. Through this act we aim to ensure equal and free access to geospatial data and services for all citizens and Public Administration. Moreover, in order to achieve this, the GPS created the National Geospatial Intelligence Portal and achieved the compilation of the national policy for the geoinformation. Geospatial data is any data related directly or indirectly to a specific geographic location. Furthermore, the GPS institutionalized the national interoperability framework for geo-information and services with emphasis to the organization of uniform management practices, availability and sharing of geospatial data and services is accessible. This dataset is an identifiable collection of spatial data (Inspire ISO 19115). The site http://geodata.gov.gr is the first effort of the public administration for the open and free access of geospatial data to the citizens of the country. We have become able to integrate into a single framework of heterogeneous, fragmented infrastructures and services, GIS applications, which will feature interoperability. The data of the government is open to all citizens. The data are organized by the public institution and are focused to specific sectors. Going on, the information that comes out of this program are available in different formats and different frames of reference. The aftermath of this information describe sets of geospatial data and services. Additionally, through this application it is possible to find information, create an account and its user friendly application. In the framework of the implementation of the Greek law 3852/2010 that is being through the strengthening of decentralization. In each municipality there will be established a system of focal point of contact which is responsible for representing all of the regulated public authorities of that municipality. Also the focal Points of contact for the municipalities will have the ability to record geospatial data sets and services and create metadata files.
Important Steps: Transparency - Accountability - Participation - Development. The objective is to support the direct and constant communication between the city's citizens and the public authorities also some potential users of data.
The Municipality of Neo Iraklion Attica has provided all the geospatial data to the National Geospatial Intelligence Portal. Moreover, the municipality of Municipality of Neo Iraklion Attica works in the process of uniting all of geospatial data on one central platform that will include the GIS of the municipality, the portal of the city and specific public consultation tools such as the Diavgeia program, Agora program (related to the costs of public supplies), the DebateGraph program and other analytical tools for the public administration. The ultimate goal is firstly to implement the interoperability of e-governance applications, second transparency and third direct service to citizens.
