        <p>We are delighted to present the workshop proceedings of the 31st International Conference on Case-based Reasoning (ICCBR 2023) held on July 17-20, 2023 in Aberdeen, Scotland. In addition, the conference and workshops were also streamed online. The proceedings consist of the following workshops, tutorials, and the doctoral consortium: • Analogies: from Theory to Applications, pp. 2-53 • BEAR: Beyond Attribute-Value Case Representation, pp. 54-96 • TMG: Text Mining and Generation, pp. 97-144 • XCBR: Case-based Reasoning for the Explanation of Intelligent Systems, pp. 145-215 • Tutorial on CBR Frameworks, pp. 216-217 • Tutorial on Explainable AI using CBR, p. 218 • ICCBR Doctoral Consortium 2023, pp. 219-250 We wish to thank all those who have contributed to the success of this year's workshop program, especially the authors and presenters who provided the research insights comprising the essential substance of the workshops. We would also like to thank the members of the Program Committee for their valuable time and contributions leading to high-quality submissions, and especially the workshop organizers for their hard work over the past years in developing a compelling collection of workshop programs. A special thanks to the program chairs and local chairs for their eforts in planning the event and continuous support while producing the proceedings. We hope that the authors and other participants enjoyed this year's workshop program and ifnd valuable resources in these proceedings for furthering their research.</p>
